This project was promoted by Mr. Abufalia, from a seven generation family in Jerusalem. The Master plan called for a complete Mount Scopus development including high rise apartments, horizontal housing, a Hotel, commercial areas, offices and, of course, a profound concern for landscaping.

The project was approved by the investor group but, when presented to Teddy Kollek, Jerusalem's Mayor, he already had a second plan to develop the area.
